The Lord tells Moses to tell Israel to be careful to make offerings to Him at the appointed times. Commandments are given again for the feasts and holy days, including the Passover and the Feast of Unleavened Bread, the keeping of the Sabbaths, and the blowing of the trumpets, with even more specificity this time as to the numbers of sacrifices and what types are to be given and precisely when.
Moses speaks to the heads of the tribes, telling them what the Lord has commanded regarding vows. Essentially: a man should not break his vows to the Lord; However, for a woman, her vows may be broken by her father or her husband, and the Lord will forgive her for breaking it. But If a woman's father or husband makes no response to the woman's vow "from day to day," then he confirms her vows by his actions, and if he decides to void them at a later time, he will be held responsible for her breaking them.

Israel needed to remember their covenant constantly. God knows our propensity to forget.
