One-sentence summary: Moses recounts Israels story back to them, and tells them that it is time to possess the land. 

Moses speaks to the Israelites in the wilderness of Jordan outside of the promised land in their 40th year of wandering, and he recaps their journey to them. Some highlights: He says that the Lord told him, "You have dwelt long enough on this mountain," and to now take possession of the land of Canaan. Moses says the Lord told him, "I have set the land before you. Go in and possess the land which the Lord swore to your fathers Abraham, Isaac, and Jacob to give to their descendants after them." Moses says to them, "May God make you 1,000 times more numerous than you are and bless you." He says the Lord has carried them through the wilderness this entire time "as a man carries his son," yet they still did not believe Him. Moses recounts how the Lord let them pass through the land of Esau, Moab, and Amon, but he did not allow them to take possession of the land, because that land He had given to the descendants of Esau and Lot respectively (both of these lands are referred to as "the land of giants.") The Lord tells them that He is putting the fear and dread of them on all the nations, who will "tremble and be in anguish because of [them.]"

God says, "You have dwelt too long on this mountain." Where in your life have you "dwelt too long" and God is saying it's time to move on?
